According to the regional government, the commission of the Murmansk region, engaged in the preparation of facilities for work in the heating period 2012-2013, rated the level of preparation of 23 out of 33 facilities of the Russian Defense Ministry belonging to the Murmansk region as “unsatisfactory”.
The ministry said that “during the inspection they revealed a discrepancy in the housing stock in the villages of Mezhdurechie, Revda, Murmashi, the cities of Olenegorsk and Monchegorsk, and others. The required level of readiness. All the above facilities are serviced by the branch of the company "Severomorsky" OJSC "Slavyanka".
Experts noted that the schedules for the preparation of the housing stock were provided with violations at the end of June: there was no indication of the necessary work, materials and financial costs.The members of the regional commission found that many facilities subordinate to the Severomorsky branch did not begin to prepare for the heating season. Employees of OJSC “Slavyanka” did not participate in the assessment, information on the performance of the work was not provided. As noted, in many localities the schedule for preparing the housing stock for the fall and winter is disrupted, which may cause subsequent emergencies.
The regional inspection commission found that the boiler house in ZATO Zaozersk is not ready for operation: the equipment is not approved for use, there is no license to use a high-risk facility, the devices have not been tested and have limited operation. The equipment was not overhauled, and there are no emergency material and technical resources.
According to the Minister of Housing and Public Utilities and Energy of the Murmansk region, work in such conditions can provoke abnormal situations during the heating period (in this region it is from September to May).
